A key component of the Environmental Protection Agency’s (EPA) coal combustion residuals (CCR) rule is using a ground water monitoring program to determine if corrective action or closure is required regarding existing CCR units operated by electric utilities or independent power producers (IPP’s). These entities mustnow initiate a groundwater detection monitoring program (DMP) and complete a minimum of eight independent sampling events by October, 2017. While owners may view this simply as a requirement of the rules, a well-planned DMP implementation strategy can significantly benefit by predicting whether a unit requires expensive corrective action or premature closure
