A key component of the Environmental Protection Agency’s (EPA) coal combustion residuals (CCR) rule is using ground water monitoring to determine if corrective action or closure is required. Existing CCR units operated by electric utilities or independent power producers (IPP’s) must initiate a groundwater detection monitoring program (DMP) and complete a minimum of eight independent sampling events by October, 2017. Owners may view this simply as a requirement of the rule, but should consider using a well-planned DMP implementation strategy which can significantly affect whether a unit requires expensive corrective action or premature closure
